DESCRIPTION OF OCCURRENCE:
On 06/24/17 a male patient (A), in his 40s, called a female patient (B), in her 20s, and made heavy breathing sounds and vulgar statements.
The facility conducted an internal investigation and notified the police department. Patient (B) stated patient (A) called her on the telephone and all she could hear was heaving breathing. Patient (A) had been on phone restriction, however, patient (A) admitted he made the call when he was left unattended while a nurse was checking on another patient. Patient (B) reported feeling fearful that patient (A) would harm her. Patient (A) was on a mail and phone restriction from patient (B) due to previous stalking behavior toward her. Both patients had a mental health diagnosis with a history of behavior problems. The facility substantiated the allegation as patient (A) admitted to calling patient (B). The facility implemented new phone restrictions.
