DESCRIPTION OF OCCURRENCE:
On 11/13/14 male patient (A), in his late teens, repeatedly rubbed the stomach of male patient (B). Patient (B) was in his 30s.
The facility conducted an internal investigation. The facility notified police. The patients were in line for medications. Patient (A) approached patient (B) and rubbed his stomach, saying "hi mommy". Patient (B) told him not to touch him. Patient (A) again rubbed patient (B's) stomach saying "hi daddy". He again was told by patient (B) not to touch him. Patient (A) rubbed patient (B's) stomach a 3rd time and staff separated them and escorted patient (A) to his room. Patient (B) expressed fear of patient (A) and said he felt patient (A's) actions were sexual in nature. Patient (A) was placed on assault precautions. The patients were placed on peer restriction from each other. They reside on different wings of the unit.
The Department reviewed the facility's report and supplemental documentation and found that the facility acted appropriately by reporting the occurrence, notifying the appropriate persons and agencies, separating the patient, placing patient (A) on assault precautions, and placing both patients on peer restriction from each other.
No deficient practice was cited. The Department will review this occurrence prior to any survey or upon receipt of any complaint that may be filed against this facility.
